Do Fallen Empires Expand?
I'm currently at the start of a new game and I'm expanding as fast as possible to avoid potential wars. I just got first contact with a Fallen Empire. I want to know whether Fallen Empires expand because if they do I want to surround them and block off any expansion. So do Fallen Empires expand?

Some will declare war on you though. Don't colonize near the Xenophobes (no connected systems) and if you see the Spiritualists don't colonize any of their Holy Worlds (check everyGaia world). If you piss them off, they will Humilate you and crush your fleets.

I have seen them occupy planets from other empires before. What happens is that some AI colonizes a Hallowed World, and the Fallen Empire goes nuts and jihads the other empire. When that empire folds, its occupied planets become part of the Fallen Empire. Except that those planets don't expand, but sit stagnant. It's kind of weird.
