Report a translation problem
The other options are denying it for other players so you can take the bulk points or get long term bonus, if the area is too far from your empire to reach, and other player is likely to take that system. The 1st and 2nd options you pick depend on what you need more (scrap or research speed).
It's one of those most pointless events in the game.
But if you have Distant Star, something happens.
Ah, I have distant stars, wonder what will happen. Too bad nothing more really happens.
