Order Restored On X Spam

Has anyone else had the game constantly shoving a pop-up in their face saying that order has been restored on the same planet over and over? The frequency varies wildly.

with 2.6 my Game suddenly spams this Message too... but the crime indicator doesn't disappear

might be okay, if that message wouldn't pause the game

This notification is an absolute nightmare. I keep getting at least 3 of those every month where if you're playing at the Fastest game speed you pretty much have to close the notification window every 2 seconds... What's worse, the modifier that causes it is PERMANENT meaning it will not disappear until the planet changes ownership (which is impossible in my case).

AFAIK most common when you take over a planet with an ongoing effect (fairly common since the AI is pants), and your empire type doesn't get that particular effect (say, you're a hivemind taking over a non hive world).

You end the conditions causing the effect but since your empire can't normally get the effect the event that's suppose to remove it misfires and doesn't properly remove it. So it can happen repeatedly.
