create resort world
I destroyed all the districts and buildings except the planetary admin building (which you can't), but I still don't have the option after researching the technology. Thoughts?

according to the wiki to enact the decision for it you need 100 influence and the world needs to be planetsize 15 or bigger (besides no buildings and districts)
My first guess is that the world you are trying it on is maybe too small?

Nah, read the wiki and found a world with 15+ and sitting pretty on enough influence. My only guess is that the resort world can't be one you previously colonized (which is stupid, given that you're likely to get the tech option well after your main colonization pushes).

Destroying the buildings and districts should be enough but nope.

Might be a bug that the edict ignores the basic ship shelter but counts the upgraded admin-building as a building (I did enact it successfully but that was right after setting down the colony-ship there.), wich would be annoying since you can't downgrade the building.
You have to declare the planet a resort world before you build (or upgrade) anything on it. It needs to be fresh. No one wants to vacation on a planet with a bulldozed skyscraper labeled as a "majestic mountain".

Does the planet need to be green or yellow to designate as a resort world, or can you designate any coloniable planet (e.g. a "red" low percentage one)?

You need to have 100% habitability on it.

And you CAN use planets with previously build districts - as long as you demolish them.

You do not need 100% hab. It will actually turn 100 hab once you turn it into a resort world.

What you need is:

Basically: not your capital or special colony type (incl habitats/ringworlds), you must not have upgraded the planetary capital, no buildings (except capital) and no districts.

You dont *need* 100% habitability to make resort world
The resort world modifier *makes* any planet 100% habitbility

You need a "Reassembled Ship Shelter" capital building. Any higher level excludes you from the capability of converting to resort. AFAIK, other than editing a save game and setting the planet's first building to `building_colony_shelter`, there's no in-game way of going back.

I'ma little late to this discussion but I have an in-game way of going back.

"Allow" the planet to be captured by an enemy. Bombard the planet down to zero population then re-colonize. The capital is automatically reset to "Reassembled Ship Shelter" when re-colonized.

just chimming in in case anyone is looking like me, just made a resort by abandoning a colony
with upgraded planetary admin by resettling, recolonize (the capitol goes back to shelter), and destroying buildings/districts (upgraded buildings need to be repaired first as of 2.7.2)

And why would a huge habitat not be a "world"? Is it really so hard to imagine that if you have the tech to build ring world (oh by the way, why we can't we turn this one into a resort world; it even has "world" in the name, which to you seems to be the deciding factor), you could also build massive habitats and design them to be a utopian paradise?
