Trying to Force Vassalization
An empire bordering me is more of an annoyance than a threat and I want to vassalize him but I need to be superior. His fleet power is pathetic but everything else is equivalant so is there anyway to make this whole thing a tad faster?

E.g. if I go to war and destroy some stuff could I demand vassalization mid-war and then demand it or should I just continie my plan of driving up fleet power?

You can't demand vassalation during wars. And, given that his fleet power is already pathetic and you want to become superior to him, my best advice is to build anchorages in order to increase your naval capacity.
If you want to be superior, faster, learning smaller techs means you know more techs rather than learning larger ones, so get down a bunch of small ones even if you don't want them and you should typically steer ahead if you're more powerful.

In the 2.2 "Le Guin" update, technology power will be measured by total cost of researched techs rather than number of tech researched.

Reworked relative empire power to be based on fleet power, economic power and tech power (in order of descending importance). Economic power is calculated as the amount of resources produced by the empire each month, multiplied by the base value of said resources, while tech power is calculated by the total cost of researched techs

Conquering them and releasing them as a vassal is much easier to be honest. Its also easier to manage, you can decide their borders, diversify their planets with your species and restructure their economy before setting them free.
