Colossi don't have a fleet power, because they only attack planets. The game could assign them a fleet power based just on their shields/armor/hull strength, but then that would be misleading to players who might think that they could beat a small enemy fleet or an outpost on their own. They can't, because they can't shoot back, so the strength is shown as zero so that everyone knows that they must use other ships to protect their colossus.
