Philosopher King

Is this Civic worth it? I went Psionic path and my Ruler is immortal. Was thinking of reforming government and getting rid of Efficient Bureacracy for Philosopher King. Thoughts?

more bonuses to your whole empire across energy,minerals,research. so I personally think it is.

Should try for the Shroud event that grants that.

Aren't there huge negatives though with shroud events? Talking about the pacts right?

You can commune with the shroud and get random events not based on the pacts. Some are good, like an immortal leader, others are bad, like some random leader dying.

What's the point? Skill will still be capped at 10, there are other ways to get there without wasting a civic slot.

difference from 8 to 10 not worth wasting perk or civic

depends a bit on how long lived your other leaders are. Its nice that the ruler is immortal, question is will the admirals, governors and scientists be able to use the higher skill-cap for a meaningful part of their lifespan.

And btw there is no shroud event that gives you the philosopher king civic...

Depends on what you want.. ruler level does reduce various things and increase all unity.. so there's that. Typically higher levels are quite advantageous if they can get that far.
