If you mouse-over the -1000 you should see a popup that gives a general explanation of why the particular offer you are working on is unacceptable.
Usually if I just want to build up trust I just throw a free research grant at them and it just builds trust over the years.
I think this is what's happening, the empire in the screenshot I gave is letting me trade monthly but he offering terrible deals even though I have a trade deal with them and their opinion of me is 174.
for 40(energy) * 12(months) * 10(years) which is 4,800, he will give me just 600 minerals... pffft :/
Anyway thanks for the help, any other general advice about getting good trade deals?
