Send the request, then when they deny you should get a casus belli against them that allows you to declare war on them with the war goal of declaring independence.
At least that is how it ought to work. I never been in that situation myself, though, so I am just going by asumptions.
I wouldnt imagine youd have to request freedom first, lik when you request to vassal. You're already the vassal I would imagine you'd always have the CB whether or not you requested freedom.
I'm also just guessing, havnt found myself in that position since like 1.5
So, after a along and intense war against my former overlord and his two federation allies, the Commonwealth of man has achieve a total victory, not only ensuring its freedom, but as well several system it had claims on!
