subterranean tech provision

- 30 % Engineering research across entire empire. No idea how I got it, but it must have something to do with the subterranean civ event. I went friendly with them, but never saw a warning that I would get this debuff.

Any idea on how to get rid of it?

nothing to do with the shroud? It could also be a temporary debuff from said event if not.

OH OK, yeah I do recall something along those lines. Must not have read carefully enough.

The penalty only lasts for a limited time. There may be a notification on the planet itself that indicates when it will end. In any case, it should be gone soonish.
