Casus Belli and declaring war

I'm trying to declare war, but it says I need casus belli? I am using console commands to just make some epic wars, and how do I get a casus belli?

Casus Beli is basically a reason you are declaring the war. It depends on what Governments you have, civics and lots of other things.

What type of government are you? Some types, like Fanatical Purifiers, Devouring Swarms, Assimilators, Exterminators and others always have at least one Casus Beli. Another way to do it is to lay claim on some of their systems, you can then go to war with the Casus Beli to claim those systems.

Yeah I was trying to annoy them into declaring war, and when making claims I realized it would allow me to declare war.
