You can verify that this bug exists as I describe by going into the ship designer and looking at one of your designs that uses older computers. You will see that it appears that the sapient computer is selected, and also that the "save" button is greyed out because no changes have been made. If you click on the combat computer and then select the same one that is shown (the same flavor of sapient computer) you will notice that the "save" button will become available, because a change has been made. Then, if you click on the combat computer again and select old combat computer that you had originally selected when you created the ship the "save" button will go inactive again, because the current design is now identical to the saved version.
My last game i encountered the contingency for the first time. Took some time but me having 5fleets each 150k+ made it very doable. btw if you still have any doubts you can also just check what any ship is using individually, by clicking on a fleet and then on a ship.
