- Liberating an empire gives them your ethics
- Observation-Posts can influence the ethics of the pre-FTL civ down on the planet.
The only influence you can have on other empires is by having diplomatic contacts with them and its not THAT big an influence, often your ethics have a slight influence on ppl you make friends with (and vice versa), peacfull relations with an empire also has a slight influence on their xenophobe and pacifist factions.
One way to influence them drastically, is also drastically expensive: Gift them planets full of pops with your desired ethos.
If you actually have a small world you dont need you can make a kind of poisoned gift, since pops with an ethic the empire doesnt have yet might start a new faction there and usually attracts at that moment at least some other pops in that empire. But really that would be mostly creating not much more then a nuissance for the other empire, so its only kinda recomendable if you want to get rid of that world anyway.
