You forgot about the x0 for materialist if they don't have a Psionic Expertise scientist in Society. The wiki lists it under requirements for some reason, which is slightly misleading because it's actually a x0 tech weighting. I find this resource better for looking up techs personally:

You're wrong, the issues he listed are what is displayed in the faction screen for ethics attraction, it just displays them in a slightly simplified form in the UI. Presumably "Diplomacy with spiritualist empires" can include federations, defensive pacts, and migration treaties.
