There's nothing left to take!
This new system where you have to conquer a certain amount to get the AI to capitulate needs working. I own literally everything this AI has - there must be something left because the ♥♥♥♥♥♥ won't let me end it. I'm at 90% war weariness (I'm a ♥♥♥♥♥♥♥♥ robot so I don't know how that works.) and of course it's going to be a white peace after an hour long war because I can't find the last planet or something that this ♥♥♥♥♥♥ has.

They need to just cede when you own 90+% of their territory.

This is my big beef too. "I completely defeat you, but nope... I return it all because somebody says they are your friend."

So that is it. They have a federation, and as such, are now immune from being defeated unless you defeat the ENTIRE federation. All that, and the best you will be able to get is any claim. Subjugation will be all or nothing.

That made me near uninstall after same thing happened to me. I only play my multiplayer games waiting for that to be fixed.

You must be missing a planet somewhere, do they have allies?

That's your wargoal?
Are you sure you have captured all the planets (not just starbases)?

Some screencaps would help determine whats wrong.

Did you capture the starbases and planets you need them both. Also if they have any of your stuff take it back that sends up their attrition. One more thing you could settle status quo and declare war on them later.

Just make sure to have claims on their systems.
It's not a 'white peace' in the sense of return to old borders.
It's a 'whoever holds territory that they have claims on gets it, unclaimed territory goes to original owner'
So you can win by taking a lot and just settling for status quo.

The easy way to tell if missing a planet is your government indicator by their system's name. If the indicator does not have the pointed star around it, that means there is still planets uncaptured in that system.

This is what I'm talking about. I'm 100% sure you're correct - but why does it take literally every planet. At a glance, I own every planet and every star system (base or otherwise) this dude has. Certainly, I'm missing one, but if I look at a map and I have so overwhelmingly annihalated someone, the person should just capitulate. It's like that line in Gladiator, "People should know when they're conquored" hahaha

I'll take a look when I get home today!

If they have an ally that can make it harder to end the war too. But yeah, if no ally there's probably something that isn't fully controlled yet

Personally you rarely have to really conquer 100%, the AI usually suspenders before.
The worst situation I've seen is an AI that was half owned by one enemy and another half by another enemy (different wars) so it wouldn't surrender to either of them.

Think about it this way: You're in a life or death struggle with an alien power. They've managed to decimate your fleets, destroy your bases and invade your planets. It's likely that the enemy is trying to go full-on genocide on you and wipe you out completely.

Wouldn't YOU fight to the last planet, the last breath, the last patch of dirt you owned?

Except if you know what they want, which isn't full extermination, and you're lost either way.

Not sure how this is working for you, but literally no one has capitulated before I had 100% control. (I've eliminated 4 players at this point.)

Thanks for saying it for me. Also, my complaint isn't realism. My complaint is it's annoying AF because it's a foregone conclusion and I'm just going through the motions of annihalating everything.
