Ehhhh, I think what OP has listed is actually the exception. You can only create one Galactic Wonder. Repairing one does not count to your creation limit.
EDIT: Changed a word. Megastructures include Habitats, which don't follow the limit.

Edit: This is my interpretation of their wording, not from experience.
Even releasing your vassal after giving him you megastructures will not allow you to build another one
So by doing so you just denied an empire all acces to said structure as they're not allowed to make another one
But yes the limit is building, so you can deny the enemy their structure for the rest of the game this way.
All jokes aside all these years(and 3k+ hours) later I forgot i asked this question now I just let empires start as many of there megastructures as they can if they last long enough for the extra boost to my empire sometimes waiting decades for them to finally start the good stuff
