Survey of systems, that other races you have contact with gone?
Can you no longer survey systems inside borders of other races you have contact with?

I'm not so sure. I'm 100% sure I did survey systems inside the borders of a FE but don't remember about the regular AI empires.
No, once a system it colonized, it has been "surveyed". Which makes sense. You get the survey data when you get comms with them.

Previously, the game would allow you to survey already survey systems. Which was a waste of time as there would be no anomalies.

Exactly this, and because military ships cannot enter unknown systems this is necesary for wars to actually work.

I actually used it to give quite a massive boost to my research, thanks to the discovery tree. At the original rate, 1/3 of monthly research for every survey completed, having 2 or 3 roving science ships gave a massive boost. I don't know, probably at least double the science rate without it. Even when it was nerfed to 1/10, it was still worth it. Never trade maps, just survey the entire galaxy away... Ah well. I knew it was wrong or overpowered in some sense, so I'm alright with the change.
FE space doesn't give you the survey data, so you can explore that provided they don't kick you out.

Other races will 'kinda-sorta' give you the survey data of systems they occupy, but you technically don't know it yourself, meaning that if a system is abandoned (or the outpost is destroyed) you will lose that data and it will have to be surveyed by you. However the lock on anomalies once something has been surveyed once still remains so you won't generate any from the surveys.

I think I've had to re-explore some after wiping out the inhabitants completely turned it back to unsurveyed space. Might've just been an FE though, I forget now.

I think it would make better sense if you did not have information about another race(s) territory that you havent surveyed yet, unless: you get a (trade for sensor uplink data) or (form defensive pact with open borders) or (form federation with them with open borders) or (are in a war alongside that race with open borders against one or more 3rd party race)

That just wouldn't work gameply wise, only science ships can explore unknown systems (to stop corvette exploration) so this would make warfare incredibly tedious.

Didnt think about war with them, military ships would have to me modified so they can move into an enemy system they are fighting without survey.

if the systems become unclaimed again then you have to survey them.

if you get an admiral with sensors they can "explore" systems

this is no longer a problem as of beta patch 2.0.2e
you will no longer get any form of research boost from surveying but insted you get 3 month worth of unity every time you complete a research
