Previously, the game would allow you to survey already survey systems. Which was a waste of time as there would be no anomalies.
I actually used it to give quite a massive boost to my research, thanks to the discovery tree. At the original rate, 1/3 of monthly research for every survey completed, having 2 or 3 roving science ships gave a massive boost. I don't know, probably at least double the science rate without it. Even when it was nerfed to 1/10, it was still worth it. Never trade maps, just survey the entire galaxy away... Ah well. I knew it was wrong or overpowered in some sense, so I'm alright with the change.
Other races will 'kinda-sorta' give you the survey data of systems they occupy, but you technically don't know it yourself, meaning that if a system is abandoned (or the outpost is destroyed) you will lose that data and it will have to be surveyed by you. However the lock on anomalies once something has been surveyed once still remains so you won't generate any from the surveys.
Didnt think about war with them, military ships would have to me modified so they can move into an enemy system they are fighting without survey.
this is no longer a problem as of beta patch 2.0.2e
you will no longer get any form of research boost from surveying but insted you get 3 month worth of unity every time you complete a research
