Have you not read the description of the slider?
In the old versions, there was a small chance at 100 years in, a decent chance at 150 years in or failing that they'd most certainly show up sometime after 200 years.
Edit: In my current 2.0 playthrough i'm trying 2400 and so far only one fallen empire awakened and no end game crisis and the year is about 2430.
Fallen empires seem to awaken around 2400 with endgame set to 2400. I think end crisis starts rolling for the crisis around 2450 iirc, so 50 years later.
This is just from my limited experience playing 2.0, that might help you in setting your sliders
Honestly nope, I never read it when they added it. They have changed it then. End game crisis could only occur after 2400 prior to 2.0.
The tooltip now even says "End Game start year. Thsi controls which is the earliest year that end game events such as end game crisis AND Fallen empires awakening can occur."
They are not calling fallen empires awakeing the end game crisis, they are saying it is an end game event.
You asked when the end game crisis could occur in 1.9. I gave you the correct answer.
The slider is not for the end game crisis specifically but when you want what the game considers end game for multiple events.
