Report a translation problem
It's in a system you have access to. Gateways in a system with closed borders are not usable. If an active gateway somehow ends up in a neutral system, you can use it.
The owner of the system is not at war with you. Obviously the advantage of gateways would be gone if your enemy could simply sneak in through them.
Otherwise, you can move between any two active gateways.
Perhaps I wasn't clear enough: I meant can the owner of the gateways still use them if an enemy has captured the station of the system it's in. If they cannot, it would be a valid strategy to rush a gateway system to deny it to the defender and their allies.
I'm mainly asking this because I often end up bordering states who are hostile to me, and allies with other states far away. If I can knock out their gateways (and they lack convenient wormholes) I could use that to cut them off, or at least force their allies to take the long way around.
In that case, no they cannot use it.
Being at war (or closed borders) with the owner prevents you using the gateway.
Oh that. I don't know for sure. I'd assume not, since they have control of the system and it's mining stations, thus likely also any megastructures.
But i'm not sure if that means it can still be used, or if that's just to prevent the attacker from using it.
Something I hope they change / fix
