It might be bugging out as he is already someone else's vassal.
You need 100%, if you wreck their fleets and take all their stuff but it isn't 100% then you need to start doing the same to any allies, in this case that would be their current overlord.
I read that right, you declared a vassalization war on somone elses vassal?
Believe so. He's somebody else vassal now at the very least
In my case I declared war on this independant empire, crushed all fleets, invaded and hold every one of his planets, and even took every single system. He has no allies, and no overlord. No one else joined the war. Why, then, is the warscore still at -70? The war then ended, with status quo and he is now free to build up again and I get nothing.
Whatever the issue is, allowing war goals to be pushed through that are unattainable for some unknown reason is pretty silly, and was one few things that was so clear when declaring war in former patches. It was simple (if your goals went over 100, you wouldn't be able to achieve them). I am not sure how they could have missed this. I suspect they were trying to make the war goals easier to use for causal players, rather than wading through a large list of planets to liberate or cede.
But anyway, vassalization as a whole does seem a bit skewed, and is not something the devs have worked on yet with thier hot patches. Give it time, they are addressing all the problems they can.
