AI at 100% war exhaustion
Does this do anything to them? Can I make them surrender? I'm only at 60%...

You can force a status quo 2 years after they get to 100%.
This means each sides whatever claimed systems they are fully occupying.

When a side's War Exhaustion hits 100% they can be forced into a Status Quo peace after 24 months

Well sometimes, if the war isn't going very well, you might not have occupied enough for an acceptable status quo before they reached 100% exhaustion.

I remember there was a picture going around where the devs were testing out how the War exaustion system would work, if the penalty was a large debuff to empire influence and stuff. But that was back when the first patch for 2.0 was released. So idk what's happening now.

Yes, previously 100% exhaustion would stop influence production, but as soon as both sides reached 100% it was automatic status quo.
Doens't stop people from complaining about being forced status quo though, even with the 2 year warning.
