What exactly I need to get Climate Restoration? (2.0.5)

Strange thing. Stellaris Wiki tells that I need just Terrestral Sculpting to have Climate Restoration. Got Terrestral Sculpting long time ago, but can't get Climate Restoration as new research. Saved/loaded ~50 times when new research is coming, but never got this tech. Maybe I need to have some more technologies researched?

Maybe you need to have detected a tomb world or tereaforming candidate barren world?

Already have colonised tomb world (playing as synthetic). And got 3rd tradition point - that I can't spend on machine world technology 'cause still have no Climate Restoration.

climate restoration is a tier 4 tech, so you have to research a certain minimum number of tier 3 techs before it is added to the pool of possible techs to draw.

i think it's 6 techs of the previous tier (unless that was changed)

Maybe I can find some addon (or settings) that can show tier of technology that I should choose for researching?

the cost in the wiki is the base cost of the tech without the cost multipliers from expanding. each system you own increases the cost by 1% and each colony by 5%
