Report a translation problem
I was having the same issue (hit play in launcher, cursor changes but nothing else happens, clicking gives a black screen -> white screen -> "Stellaris not responding" prompt). This was my first time launching Stellaris since applying Windows 10 update 1804. I also tried launching EU4, which led to the same results. I found this post in the EU4 tech support form, and based on that tried switching to Windowed (Fullscreen) mode in the launcher (previously had been using normal Fullscreen). That fixed the issue for both games!
Hope that's useful to anyone else who may be having this issue -- it seems that the latest Windows update might be causing issues with launching in fullscreen mode, at least on some devices.

I've been dealing with the same issue since yesterday. I just installed it on my other PC (wich is slightly better than the one with wich I usually play), and when I launch the game, I get to 100% and then nothing. I can move my mouse, but that's all. I tried to launch it in different screen types, but it didn't solved it. Neither did restarting my PC nor uninstall/reinstall. Any idea on how I could solve this ?
