Mining stations generally cost 90 minerals, you have only 86 in that picture... XD
doesn't make a difference but yes haha very good observation.
Actually it does make a difference, I've found that it says that it can't build stations at all, unless you have atleast enough minerals for one station.
Is it really buggy, if you actually can't build something because you lack the resources to do so? XD
if a deposit of a strategic resource is on a planet, you can't build a mine/research station to harvest the other yields - you have to research the tech for the strategic resource and then you can build the station that will get both the normal yield and the strategic resource
