Imposssible to invite AI to federation
I encountered a very strange AI behavior in my last playthrough.
I'm playing as fanatic xenophile + egalitarian and after inviting one AI empire (same ethics)
and my buddy (spiritualist+egalitarian) no other AIs accept my invites.

Reason: Whenever the acceptance SHOULD become 1 or more an undefined "acceptance -1000" reason to decline comes up. It is *apparently* not the "dislikes xxxx" modifier for incompatible ethics as the empires i want to invite are also xenophile+egalitarian PLUS it literally says nothing but "acceptance -1000".
Has anyone ANY ideas why it is like that? These AIs have direct borders to me and have the attitude of "friendly". I run no mods changing the AI.

toggle attitude map. then click on your friend attitude with them. maybe its not you.

second just do some trades in their favor for a higher score.

i have checked the attitude map.
the other AIs in my federation have CORDIAL relations to the ones i want to invite.
BUT: apparently, they do not want the federation to grow. The federation AIs vote "no" whenever i want to invite someone even if the ones i invite share our ethics. is there something like the AIs checking the relative strength when considering their votes? and how can i convince my fed AIs having CORDIAL relations to the fed associates to vote yes?

EDIT: in my new SP save i have 2 AIs in my fed and they won't let any other empires join too. Is there code in place to prevent big federations?

Conclusion: the "-1000 acceptance" is the AI feeling "unwelcome" in the federation so it wouldn't even join if i tag switch on vote "yes" for the other AIs in my fed.

AI will never allow other empire to join federation if they're hating them.

Seems your fed folks have some claim disputs with empires you want to join. In this case they will not accept them in federation.

I am between those empires and these AIs have CORDIAL relations and a lot of trust.
Can't any reasons why the Ais behave like that.

So no border disputes, cordial relations, high trust, same ethics and government, i can see no reason behind the AI declining the invites (both the AI INSIDE my fed and the AI outside my fed)

What relations are BETWEEN that empires?

Nope. Wartype is the same as mine i checked all modifiers. Like posted above. I have no problem getting over the usual negative modifiers. BUT as soon as i the acceptance for inviting them would be 1 or more an undefined negative modifier called "acceptance -1000" pops up. This modifier vanishes when the values (without this strange modifier) become negative again.

As seen in the screenshot there are lots of positive modifiers and the only noteworthy negative modifier is that bloody "acceptance -1000" ♥♥♥♥♥♥♥
Relations between the AI empires are all CORDIAL. (Because of an ideology war we all have the "liberator" modifier giving a few hundred positive points, as well as being xenophile and all that.)
Relation of AI to me is friendly.
Can add the relations map overlay as proof when needed :/

All that comes into my mind that this empire (or one of your fed buddies) have different war philosophy and overall not-so-high (but positive) opinion.

If your game is not ironman mode then best is to play with console to check other empires setting and attitudes to each other.

P.S. Or maybe - your post-war truce blocking them from joining into your fed (unsure and may be wrong here, because never played as federation builder - my people will never sacrifice their independance willingly ^_^)

the truce was my first bet, but the ganva were also ... ahem... force-democracized (is that even a word?!) and joined almost the same month we signed peace. the only thing i can imagine is the AI having a restraint on how big feds become without a threat forcing them to join together/ invite others. because i see a lot of 2 or 3 empire-feds being created but nothing above that. will continue to try to find out what the heck is causing this
It's really sad cause i wanted to create a galactic republic :'(
back to purging those filthy xenos i gues.... >:D

Did anyone ever figure out an answer to the original question? I also have two neighbours/allies who are positive to me and each other. But after one (either one) joins the federation, the other becomes -1000 towards the federation, despite having a net positive acceptance score.
When you invite someone to your federation, you'll see plenty of modifiers like different war types, bombardment policy, distance, relative power, etc. When you vote to invite someone to your federation it only shows your score with that AI. Each member of your federation will have their own score which has to be greater than 0 with the potential newcomer for them to vote to approve it.

Your AI members could be downvoting your federation invite simply because the person is too far away, they use a different bombardment policy, or a wide range of reasons depending on what you've done with your policies after making the federation.

Sadly there was no solution to it. I figured the problem may be a hidden limit to AIs joining a fed (if theres no crisis present) just to prevent AIs blobbing into a huge federation. I tested it with liberated (thus bordering each other OR at least being very near) AIs, thus coming to that conclusion. As of the newer patches feds do seems to become a bit bigger tho.
