Research it.
I believe you have to have the Apocalypse DLC. If you do, then after you have researched Battleships and Star Fortresses the tech for Titans has a chance to be offered for research each time a tech is finished. The wiki hasn't been updated with the specifics yet, so someone else may be able to provide a more precise answer.

@tempest.of.emptiness is almost entirely correct.

Apoacalypse DLC + "Battleships" technology alone (no need for Star Fortress tech) = change to roll "Titan" tech for research.

Just to add the final bits, its also a tier 5 tech so you need to get 5 tier 4 engineering techs before you can get access to it.

And if the star fortress isn't needed to research it you still need citadel to actually build one. Iirc the Titan had a special shipyard building that can only be constructed in a citadel.

idk what to do i've got citadel already and basicly almost every tech and still not a titan :/

Yes, the type of bonus the leader has gives a small bonus to that type of tech showing up

Also you just had bad luck, the techs show up randomly with only the above thing I talked about having any effect as far as I know(could be wrong I am not a pro) also you need battleship tech I think

1. To get titan tech you need battleships, not citadels (they will need for building titans, but not for research).

2. Chance to get tech influenced by a lot of factors and individual to each tech.

For titans - you will easily get then (bonus) if any of your neighbors have them, and a bit easier if you finished Supremacy tradition or have Voidcraft expert scientist as head of engineerign research.

In same time - it will be very hard (penalty) to get this tech before 2300.

Not everyone knows how to read the game files :P even though they're basically .txt files :D
