It does not mention cracking planets but it may be related to whatever changes they did for this.

Otherwise you'd be using your Death Star to make yourself a mining god.
Though TBH, I do like the idea of nuking your own worlds so you can be a purely Ringworld empire. Build a Ringworld, resettle all pops on a planet to it, nuke it, build another Ringworld etc.
This is going to be in 2.0.2, they said you'll be able to use the Colossus on inhabitable (but not colonised) planets in your own space. So you could roleplay it being a testfire for the galaxy to see it's power. Or build an intergalactic highway and that planet was in the way.
There should totaly be a DS event chain though...
