Generator districts not generating energy?
Okay, so I've not played since they updated the game and changed how colonies worked. I noticed I started running out of energy, so I decided to build a generator district to even it out, but after it was built, I only went further into the red....

Okay, well before you had to have a population on the generator for it to produce resources, but I don't see anywhere in the UI where I can relocate populations.

I'm now sitting on 0 energy with no way to get more energy... How do I get my generators to generate energy now?

There is an edict that allows for more energy generation. Also, on the planet screen select the population tab, expand the jobs listed there, click technicians to make them preferred. Short term, click the minerals at the top of your screen and sell something to gain some credits.

Okay yeah. I found the favorite technicians which helped. Although I don't really like that. Oh well.

Technicians and clerks are low priority jobs because you can easily stack other resources and sell them for masses of credits.

Sounds like you made the easy mistake of making to many jobs, ideally early on you should not have loads of open job spaces as they tend to lean toward higher tier jobs, as in not the menial production jobs, in real terms this means everyone wants to be managers and admin people (understandable)

The trick is specifying production jobs or just gently growing in a more organic way rather than slapping down loads of free job spots which was a totally viable way to develop previously. As an aside that is fine and works perfectly well later when the odd unbalanced planet does not matter but early on it can be an issue.
