Making a Cyberman race
From Dr. Who. They assimilate intelligent species into new Cybermen. Cybermen are all identical, and all trace of their original selves are eliminated. But I made an assimilator race, and they start out with cyborgs on the planet. This is more borg-style, where assimilated races retain some of their original species' traits "adding their uniqueness to our own."

I could just purge them, or burn them into energy, but that isn't in the spirit of Cybermen either. They see assimilation as an "upgrade" and don't want to kill off intelligent species, just "improve" them by turning them into Cybermen.

I'm guessing there's no way to make a race that assimilates everyone -- primitives, cyborgs, robots -- and physically turns their population into your main race.

No, the cybermen never assimilated other species, or upgraded them. Only Humans would recieve an upgrade. They didn't event wanted to upgrade the Doctor, since he is an timelord, but they wanted him to be a controller when they reached the technology level to do so.

If you want to go Cyberman, you have to do it the right way too which there already is an option: Synthetic Ascension Perk.
That essentially turns your biological humanoid pop into Cyborgs and then after another lovely upgrade into fully fledged metal beings completely devoid of any emotion.
Add some aggressive playstyle to the mix and your have your genuine Cyberman Empire.

In the original doctor who, cybermen would only "upgrade" humans, it's only in the last 2-3 series that they added Timelords as viable upgrades (although one could argue that was all in the name of plot twist and nothing more).

Cybermen were never out to turn the whole universe of species into cybermen - they were only after the humans in the universe... Kind of sucks to be human, but still.. You don't need to assimilate other species in order for your Cyberman project to work as they, the cybermen, would never consider other species worthy of upgrade only deletion.

Hench why when a Cyberman meet a Darlek it ends in "DELETE DELETE DELETE" and "EXTERMINATE EXTERMINAAAAATE".......
