If you want to go Cyberman, you have to do it the right way too which there already is an option: Synthetic Ascension Perk.
That essentially turns your biological humanoid pop into Cyborgs and then after another lovely upgrade into fully fledged metal beings completely devoid of any emotion.
Add some aggressive playstyle to the mix and your have your genuine Cyberman Empire.
In the original doctor who, cybermen would only "upgrade" humans, it's only in the last 2-3 series that they added Timelords as viable upgrades (although one could argue that was all in the name of plot twist and nothing more).
Cybermen were never out to turn the whole universe of species into cybermen - they were only after the humans in the universe... Kind of sucks to be human, but still.. You don't need to assimilate other species in order for your Cyberman project to work as they, the cybermen, would never consider other species worthy of upgrade only deletion.
Hench why when a Cyberman meet a Darlek it ends in "DELETE DELETE DELETE" and "EXTERMINATE EXTERMINAAAAATE".......
