Starbase upkeep costs?

I want to upgrade my starbases to citadels and such just to get more trading hubs but will that generate more energy or less?

Starbases and their upgrades have no base upkeep cost anymore, only the stuff that you build onto them (or around them, in case of defensive platforms).
