"We cannot claim any of their systems"
I'm playing as the United Nations of Earth and ended up discovering two wormholes that both connect to a large race of Fanatical Purifiers. However, I can't lay claim to any of their systems: the diplomacy option is grayed out with "we cannot claim any of their systems", and trying to claim systems individually on the map yields "we have no need to claim the systems of major threats".

What gives? I've heard of others with this problem, and apparently the solution is to create a border next to them... but I'm directly connected via two(!) different wormhole systems already.

I think you can just straight declare war on fanatic purifiers. As any system you take instantly becomes your during the war if I am not mistaken. So no use for claims.
King Midas is correct. This is working as intended, and isn't related to the wormhole either.

Shouldn't that fact be made clear in a tooltip or simply in the refusal text?

Instead of "we cannot claim any of their systems", "No claim needed to declare war."

A more detailed tooltip would probably be a good idea.

For that matter, I can't even declare a Rivalry with them. Their Relative Power is Superior, so it seems like the only condition that isn't being met is the "must be neighbors"... but we have two wormhole connections.

Everyone who neighbors a Fanatical Purifier has a casus belli against them. I forget the name of it..."containment", maybe? Anyway, you should be able to use that to declare war against them...

... unless there's a bug that makes it so the game doesn't recognize systems connected by an active wormhole as adjacent to one another. I haven't gotten into any of the advanced travel forms yet (lucky/unlucky not to have any in my control in my games so far), so I don't know about this situation first hand. Based on what you are saying, it sounds like such a bug is affecting you.

Just discovered the Neighbor Map Mode, and yep, they're not considered my neighbors. Sounds like a bug. :(

I expect you'd probably need a system directly abutting them, if so hopefully it is changed.
