Fixed by typing "event anomaly.168" into the console, though. Ends the event chain.
An unsurveyed system I visited in a distant part of the galaxy trigged fine.
The third I haven't reached yet. I'm hoping we'll see a bugfix patch for the various 2.0 bugs founds after release.
You must dismantle evervything in the system, where you have the shrine.
After that go to that system and the event will pop up !
If this doesn't work, try to close the game, and load it again.
There is solution, but Devs should fix this annoying problem. It would be good if they solve it. I also think that if you have problem with The First League Capital System - try this same metod (I don't have this event in my current game, but last time I had almost the same problem, when AI builded outpost in First League Capital System)

I have had a couple of other events break in a similar way in other games too and I am now thinking this solution makes sense to most of them.
It must be a clash in game logic with the new way outposts work I am thinking.
