Did you claim a system owned by the empire you're trying to declare war on? That's a nice first step.

You use influence to claim systems or you take the Domination tree to open up the Vassalization and Demand Tributary War goals.

Im sorry I dont fully understand, Are you saying that I need to Spend unity points to Declare war?
Daywalker Feb 24, 2018 @ 2:38pm
you need to make a claim on a enemy system witch will cost you unity to make that demand. no demand no war.
MightyFox Feb 24, 2018 @ 2:39pm
In order to go to war now, you have to have a reason to go to war. You can't just say "Rawgh I'm going to attack you now!" unless you're playing devours, purifiers, assimilators, or other empires that pretty much would do that.

To go to war against another empire, you first must make claims on thier systems using influence, or have a war policy or demand option from taking certain ascention trees. This is called a Cassus Belli, and the diplomacy window will display which empire have Cassus Belli on yours or other empires. When you go to war, the systems you have claims on will come up as war goals against that empire. Other goals include containment, which is used to prevent purifiers, devours, and other scourges of the universe from growing and destorying the galaxy.

No you need to use influence points to make claims on individual systems.

You can use unity points to open up the Domination tree which gives you the ability to Declare war with a goal to vassalize your opponent or make them your tributary.
