Ransomer country event how to sucessfuly save the hostages?
Every time I get the no rescue pod transmission so what the heck is the condition to save them?

I still had to power down my 1st Fleet from 471 still, to 311. It then succeeded.

Rasomeers:
- Bo Gao at Skill 2 and Unyielding
- 5/5 Raiders at 270 Military Power
- Ransomeer Base 1/1 Asteroid Outpost at 75 Military Power

So your theory appears to be correct: they key is not to over-power by too big a margin in order to give the crew time to escape and no ship losses from my fleet.

This is all because the outpost is very fragile if you go in with a heavy hand.

I failed it my first time also. Since then I've never had a problem. The thing I've found that seems to work is to send in a smaller fleet of 400-500 power that is armed with guns, and no missiles. Once I did that, I seemed to win every time.
50/50 for me. As such I never do it anymore. Not worth the happiness penalty for me. Sensor malfunction or trap, ignore it. ^^

I failed it in 2 playthroughs and never touched it since. Not worth the happiness penalty risk.-
Attack the base with a fleet of at most 300 firepower. If you attack with a large fleet over atleast 1K firepower, you will destroy the base before the hostages even manage to escape.
To help anyone who may run into this issue, I think I figured it out after several tries. 5 times in a row, my fleet of 10 corvettes (5 gun, 5 missile) failed this quest. After reading this post, I decided to split my fleet in 2. The main fleet is 5 guns with an admiral. The 2nd fleet was the 5 missile. Once the battle was close to being over, I emergency jumped the 2nd fleet. They got out safely that time. And I still didn't lose a ship, though my main fleet did take more damage and my 2nd fleet is stuck in hyperspace for a while. Hope that helps.
I want to say it's chance, but I think it has to do with destroying the starbase too fast.
It's definitely bugged. I scanned the message and when the ransomers spawned, they spawned right into my biggest fleet, a massive full federation fleet. They died instantly. I wouldn't have known were it not for the fleet combat log popping up. I then had the option to start the vent chain up while the end event chain telling me it was successful still open. I closed that and stupidly hit the start event chain button, now it's stuck on save 0/1 with no tracking.

In attempting to fix it I now have both the saviour and failed saviour modifier. I guess I can't complain. Savior seems to last twice as long.

After failing this multiple times, I split my fleet into a weaker version of only four destroyers, three fitted with 2x UV Medium Lasers, 2x Plasma Accelerators, Combat Computer (Picket), and the fourth with one Large UV Laser, a Medium Null Void, and Combat Computer (Artillery). I got as close as I thought I could without aggroing the fleet, then ordered the station attack. My ships still shot at the fleet first, but switched to station and destroyed it before finishing the fleet. I don't know if this is in a Stellaris update, but I thought the success message pretty heavily implied that destroying the station first is the trick:

"...
Once you started bombaring the base directly, the guards took the their ships, and we were able to break down the cell door. The lifeboats were unguarded, and it seems you kept the pirates busy enough that they did not care much about out escape."

It could be that you attack the station before destroying the fleet, or it could be taking long enough, or some combination of both. I'm not convinced it's luck or a bug.
It's hard. The hostage says destroy the base, not the fleet. I got this event like 10 times, and the only 3 i managed to rescue them is when the base is blown up before the last ship is down. Doesn't matter who you attack first, the only thing that matters is that the base is destroyed first.

I don't know if commanding the fleet to attack the base raise this chance, but that's what i always do. Big ship like cruiser doesn't seem to work because it will change its target to enemy ship as soon as it encounters it. But a lot of corvettes might do, especially when they try to close target/swarm. When they run out of target, they will attack the base.
The trick is to kill station while fleet still alive so small fleet have biggest chances. With big fleet fleet is destroyed first so event fails. Corvettes with torpedoes will miss fleet most of the time and destroy the base quickly.
