Which is incredibly silly if you think about it. You have to rely on them saying "no" to give you what you want.
Aren't you looking for subjugation in the end...?
If they say yes - they give in and are subjugated.
If they say no, you can declare war to subjugate them.
They say no = you get the permission to take by force what you want.
Where's that silly?
So, funny that I have a problem regarding this right now. I have all traditions unlocked anyway, so this isnt the problem. But I cant demand tribute from any empire in the galaxy. It's greyed out so I cant even ask them. If I hover my mouse over it it has an X behind "Is bordering blabla(empire)".
That option is unavailable for all empires in the galaxy, it doesnt matter if I border them or not.
Any advice on that by any chance?
*edit* found the problem. Just border to border isnt enaugh, it has to be a system to system border. Two systems that are connected via hyperlane.
You already know that they're not going to say yes, why bother asking in the first place? They almost always say no, it's silly.
