Can not claim systems

So i want to go to war with my neghbour organics as determined exterminator. Howevber i can not declare any war goals whatsoever. In declare war window when i hover over the "manage claims" button it says that i can not claim any of their systems. When i manually select systems in their space and try to claim system, text over button reads "we do not need systems of organic filth". So WTF is this? How do i even exterminate organics if i can not declare war on them?

I've the same problem.. I started a new game as determined exterminator machine and met the first organic empire: I can't declare war or make claims for the same reasons! And it's strange... I'm a DETERMINED EXTERMINATOR... is like the Daleks chose to not declare war against every organic life because they don't need that system of organic filth LOL!

Suggestions? I'm still trying to build outposts all around this empire in order to see what will happen...

I found solution. You build space stations close to them, so that your borders touch each other, Then you will be able to declare extermination cassus belli and they, in turn, be able to declare containment war on you. Then you just plough through their stations and capture territory and planets.

Right! You will need at least 2 outpost close to them (one isn't enough!).
Now I'll start my extermination program...
