found out, that you need rivals to hire the marauders
i have no rivals, so nobody hired them, to attack me.
the last two fleets were fighting each other, but slaughtering through my worlds.
i was waiting at a upgraded base (5k) with a defense fleet (2.5k) for one of this 13k fleets, but as soon they entered my system, this fleet changed their course.
the single pirate base and their 1,6k fleet i could destroy. now only 1-2 years later, i get attacked from the next pirate fraction base+1,9k fleet and an additional 700 (LOL) power privateer fleet.
thats no problem, but the frequency sucks really, iam only rebuilding the whole damage they are doing and trying to chase the invading fleets.
two empires that dont liked themselfes (each around -70/-80 dislike) are very far from each others and arranged a non-aggression pact.
i cant arrange such pacts when:
- empires liked me with 140 but are too far away
- empires that are nearby but are at negative opinion (sure logical)
this game iam playing now since 20 hours, was only fighting against the mechanics of paradox, to hide how stupid and cheaty the AI really is
which kinda sucks since they will happily destroy all stations along the way. i guess that system will be changed, since it seems a bit silly that they deal more damage to neutral parties that just happen to live on the route to their actual target. when they arrive there, they just pillage a few systems and return the same route they came, once again ravaging your bases and mines along the way (if you foolishly started to rebuild them.
oh and i think they start with wormhole connections already explored, so they can use wormholes to shorten the trip.
actual pirates on the other hand simply spawn in unclaimed systems outside the borders and spawn a small fleet (larger fleets later on) and pillage the surrounding systems. if you destroy them and kill their base, they won't respawn for a while (10 years or something). so it's not a bad idea to have some small fleets strong enough to kill them off stationed near your frontier systems to wipe them out quickly when a new group spawns
the marauders were attacking me, and no one paid them, because i had no rivals.
you need rivals to hire them.
from 6 times now i only got one time two messages instant where i should pay 500 and in the other 1000 energy.
i think the whole system is bugged. perhaps this system fit only for small maps, where marauder fleets would be smaller and your bases could defend against their fleets.
i play on a big map and the stations alone are no match for them.
My fleet come in and kill all.
I have two Choke Points to the Marauder empire this helps very good.
It's nice that their path is at least predictable so you don't start building stuff there after the first time they burn you to the ground but it is seriously annoying to the max if that happens again and again and again. There are some seriously profitable systems along their regular routes that I simply can never develop now. There are just these pirate highways across my system that I can't develop because they scale faster than I do and they will crush anything I can possibly muster against them.
Man if they are hired to hit a target behind you they should just ask for a small or medium tribute to pass unchallanged through your system and you don't have to suffer through all this nonsense and a billion annoying notifications. The way it is now they cause a lot more damage to whoever is in between than to the empire they are actually paid to damage.

There hasn't been a single time they've in any way affected my game plan in a significant way, same as pirates.
