I kind of miss being able to upgrade my utility ships.
For anyone who might be slightly confused, it's not the 'starbase' around your system, but instead the 'spaceport' that you can access by clicking on your planet, like it was before 2.0
To be fair I found upgrading ultility ships kind of redundant. It was nearly always a case of just ading the newest engines/upgrades to them by default. About the only choice you had was the armour/shield division you went with. Otherwise there wasn't really any reason not to upgrade them to the latest tech you had.
I can see that as a good and sane reason to remove that layer of player management.
The only way it could come back is if we gained a slew of optional civilian focused upgrade choices or if weaponsing them became viable (at present there isn't really even any point putting any defensive guns or weapons onto them as a single loan ship can't stand up to much unless its a high class warship
Shipyards are star base modules. Upgrade an outpost to a star base, install shipyard modules.
You can install multiple ones to build more then 1 ship at once too.
