Please explain one good reason why.
"I can't be bothered with managing my empire and just want to kill off any problematic pops instead" is not a good reason.
So... purging is only okay or not okay with the ethos you say it is. Why bother then? Why bother having government ethos, government traits, or any sense of differing societies at all if you're just going to change things the moment the management style becomes inconvenient? Why play a game with rules, and systems, if you don't want to play by those rules and systems? It's llike if I were playing checkers, and I decided I didn't want peices to move diagnol anymore so I'll just move them sideways from now on. Wouldn't be checkers anymore would it?
