Alright then. I'll clarify.
You and your friends need the EXACT SAME mod list in order for stellaris to work.
If you or any one of your friends is missing a single mod. Stellaris will give you the boot and tell you "your friend has a different version of the game"
And none of you will ever meet up.
That includes graphics and music mods too. (not entirely clear on this though but just be sure.)
On the other hand. Only the player hosting the game needs DLC.
Surprisingly. If say you the host has utopia and synthetic dawn DLC. your friends will get all the things from said DLC without ever having to buy them.
It's pretty fickle and generous at the same time. Paradox why.
