If you're asking if an unemployed specialist will accept a labor job, yes, he will eventually, and the same still applies. Rulers will fill out first, then specialists, then labor, if the new pop can do so. What specific job within those strata depends on your situation, your actions, and the pop's traits.

You can use the arrows to control how many of an available job are actually available to be filled. Whether there is a pop in the job already or not is irrelevant. If you don't want any enforcers, just set the number of available enforcer jobs to zero, and anyone who was in them will find other employment if available.
Pops won't downgrade posts though. A specialist will not turn into a worker automatically. It takes a very long time unless you have the proper Tradition selected.

Does that mean I limited clerk jobs to 13, even though I had buildings supporting 18?
Also how do you guys manage housing issues when a planet has every building slot and district slot filled out?
I could delete some buildings and build new ones with houses, but that would put me in an unemployment crisis
