Open specialist jobs not being filled.
I conquered and enslaved a bunch of xeno filth and now they have been demoted to being laborers. That's fine! I moved some of my main species onto the planet (worker jobs), in the hope of them promoting in the specialist positions. Seems like my two pops are stubborn about being clerks and not accepting a promotion. What gives?

The only thing I have that affects jobs is autopop migration I think.

Are your two pops enslaved as well? If they are, they may not automatically promote to being specialists, depending on what you have as species restrictions.

have you tried disabling jobs so that the elves have no choice but to advance to middle stratum?
