In June the steam sumemrsale should hit again as every year. Alternativly every two weeks somewhere seems to be a paradox sale, where you could get the DLC cheaper. And since the DLC will not disappear or going bad, you have all the time in the world to buy instead of "everything for start to feel complete".

If you like it buy the dlc.
If you do not dont buy the dlc.
The dlc make the game more fun but they dont make it fun.
If the base game doesnt do it for you the dlc wont either.
From my point of view:
Despite it flaws stellaris does something no other space game does.
It allows you to do stuff like mess with primative's, create uber tech and with the right dlc, mega structure's.
Stargate's, wormhole travel, slavery, liberation wars, unification wars, vassals, revolts, hive minds, etc.
Most sci fi empire builders are civ in space.
You dont get to pick policy on primatve life forms, you dont get population control, you dont get large selection of ships, etc.
I heard distant stars is better if you could get passed there god awefull interface.
On a whole:
I recommend stellaris because it feels like a sci fi game that allows you to play alot of sci fi tropes.
Instead of just being civ in space.
