Can't Build Assault Armies?

Am i misremembering and building assault armies requires a tech or is my game bugged? I've tried deactivating my mods and verifying my game files to no avail, I also played quite a bit into a game without being able to build them, nor could the AI when i consoled over to them.

Yup, clicking it opens the menu but then there's nothing to select.

No matter what your empire or species configuration is, you should have the ability to build some flavor of army immediately at the start of the game. If you can't, then likely you have a mod that is causing the problem, either because of a bug or because of a conflict with another mod.

Deactivating mods didnt fix it so im just gonna try a fresh install.

When you click the "Recruit" button a list of the types of armies you can recruit opens up. He's saying that the list of armies is empty - nothing to choose, so no way to actually start recruiting anything because to do that you have to click a type of army from the list.

Did you delete the stellaris folders in the documents and steam-folders?
They don't get auto-deleted on un-install and sometimes the problem can hide there.
