Newbie here, How do I build ships?

I have tried everything but I cant figure out how to build military ships?

Ship Designer -> Bottom left: Disable auto update.
And now you should be able to do your own designs.

If you mean build as in "really building ships", You need a Space Staion with a shipyard module. You start with one, so if you did not downgrade that station or replaced the shipyard, you should just click on the space station in your homesystem and easily find the build menu. if you lack ressources to build ships (like alloys) of course you have to take care of your economy in those regards.

Open the Outliner (if not open already) and select the shipyard, located in your home system. There will be three tabs. The third one is the tab you need.

Edit: if you meant you can't design new ships, then do what the Red Dox said.
