Uplifting is the process of forcing the evolution of a pre-saptient species (one that isn't advanced enough to form a civilization yet) and has it's own rewards. I'd go ahead and enlighten them if you're feeling benevolent.
And why is that?
Should I spoiler? ^^ I don't know the name but if you get the job to track down a paradise planet... there'll be a primitive civ in it. However, not everyone likes them and it spawns a fleet almost immediatly after dialogue. Was a 5k one in one of my games. Don't remember tho if it was a gaia planet or not. Save/Load or google may provide answers to that.
Was kinda hillarious when i did with some folks pre 2.0, and they became fanatic purifiers.
However I find it in every game, that once my research level has really taken off, these primitives regardless of their tech level, never catch you and never become more than a influence generator.
By catch, I mean they learn sufficient enough research to become a Vassal.
