why cant machine empire create machine empire vassals?/rogue servitors are op!

tried to make tx eliminators care for the roaches they tried to exterminate, as the earth custodianship.
however i cant release the tx emliminators as a vassal, it will only let me release the roaches.
i also want both out of the rest of my empire, since population controlls seem to be bugged for other robot species one you mod them (tx eliminators pop up everywhere even tho i set the laws right)
i had planned to go tall, since machine empires are op anyways. and got this one province from the tx eliminators in a federation war. i thought i could build it up into a 1 system vassal with some habitats, it would be more powerfull than some other larger empires, since robot empires are op.
i thought it would be out of charater if i just killed all the tx eliminators and didnt try to convert them to my pro-bio way of calculating.

basically what i was wanting to do was create multiple vassals, since my core territory is surrounded by federation allies anyways and is almost selfsufficent.
and i want them to be custodianships aswell.
i have 20 habs producing robo pops, i could conquer an entire sector, move my pops, build it up and realease an other pacified piece of space... if i had that option.

please add the option to realease machine vassals with a machine spezies as founding spezies and give them the same gov and ethics as the overlord empire.
maybe it wouldnt make sense for determined eliminators. but it definetly makes sense for rougue sevitors and maybe driven assimiltors (if its not possible for them yet)

i also have some human cybors from an other human empire... the option to release them as assimilators would be nice too, more vassal options and control over them when releasing in general would be nice.
