Ecumenopolis has the migrating forests planetary features still...
I've found ways to break minor quests in odd ways like this a bajillion times in Stellaris, over the years, although I should point out that I know little about 2.x versions' peculiarities; it may also not be much of an issue any more.
As you "conquered" it that must mean somebody else "colonized" the planet, got the quest and completed it.
i believe terraforming also remove some special trait from a planet so terraforming the planet may remove the forest.
Not broken it is like a forever polluted planet
Perspective: One might think that the previous owner's decision to keep the forest, should not bind the new owner who want to burn it all down.
