Aside from options at game start like "police state"

Increase your amenities with holodomes (or other service building)
A good govenor for the sector also helps (high skill level)
possibly police stations and the like
ther artifical moral codes technology also helps a bit
and of course you should try to avoid homeless and unemployed pops

Keep your amenities above zero, get the starbase module, research various techs.

You really shouldn't ever have your stability below 50%. Without even trying, you should easily be able to keep it above 60%. By late-game, most of your planets should be above 70%.

keep your people happy, use the crime lord deal decision, psionic ascension, deep space black site. pretty easy to get 100% stability

There's also a planet decision that reduces stability temporarily.
