Servile Race generating military leaders

So, I just started a new playthrough and decided to take the Syncretic Evolution Civic. But the Serviles I got are generating leaders, although the Description text says they shouldn't. In fact, all of my military leaders are from my servile Race.

Is this working as intended or some kind of bug?

What is your military service setting for them?

Leaders might mean civilian ones (governor/rulers) or military ones, if you set the military service to full rights, they will start producing Admirals and Generals from your servile race. Think Star Trek's Jem'hdar.
